"Please extend your cooperation to me, and strengthen the hands of our Chief Minister." Prefacing, with these words, his first interaction with senior officials of the Nilgiris here on Monday, the new Minister for Khadi Board, in-charge of development activities in the district, Elithorai K. Ramachandran, said that the most important component of any Government-sponsored scheme was its implementation, which was in the hands of the officials.

Manage finance

The officials should study the problems confronting the people properly before putting in place a plan of action to tackle them. They should also manage the finances properly. They should ensure that people gained the impression that there was visible improvement in the functioning of the
Government. He sought details pertaining to the chronic problems in the Government hospitals and primary health centres on account of the shortage of doctors.

Among those present were the Nilgiris Collector, C. Vijayaraj Kumar, the Project Director, Hill Area Development Programme (HADP), S.J. Chiru, and the Project Officer, District Rural Development Agency (DRDA) Jayakumar. Earlier, speaking to media persons, Mr. Ramachandran said that his first priority was to find an early and lasting solution to the `jenmam' lands problem in Gudalur and surroundings.

Concerted efforts

He pointed out that on account of the problem defying a solution for long, about 21,000 families were suffering.

All aspects of the problem would be gone into in detail. To a question, he said that all those affected belonged to Tamil Nadu. Stating that concerted efforts would be made to improve the condition of the Ooty-Mettupalayam Road that now belonged to the National Highways Authority of India, he said that protection of forests would be given maximum importance.

Pointing out that efforts would be made to get tax concessions for the tea industry, he said that the possibility of making available `fuel wood' to the tea manufacturers would also be examined.

Instead of implementing subsidy schemes for the small tea growers, concerted efforts would be made to fix a floor price for their produce. The khadi sector would be strengthened.

CM's wish

By including him (the first person from the Badaga community) in the cabinent, Chief Minister Karunanidhi's wish was that, not only the Badagas but also all other sections of the society in the district benefited.
